It would simply involve deducting from the salary of the
Minister/Head of Parastatal the percentage by which the
Ministry/Parastatal has overspent on their budget.
In any organisation, it is the person at the top who is
responsible for how everything is run.
If they feel some sort of personal conseqeunce for poor
performance, we would soon see some drastic changes in money
wasting.
They could in turn deduct percentages from their deputies,
permanent secretaries, department managers etc. if specific
departments do not meet their budgets.
There could also be incentives for keeping within or even below
budget.
Sadly, I doubt if my suggestion will become reality, but it is
nice to dream of a deficit-free country.
