Maltahohe’s suspended CEO finally charged

Suspended Maltahohe Village Council secretary Eliphas Shipanga will face 11 charges when he appears before the disciplinary committee. Shipanga, who was suspended in May this year, faces charges which include misappropriation of council money; absence without leave and insubordination.

Yesterday, councillor Johannes Schmidt could neither confirm nor deny that they had preferred charges against Shipanga.

“I am not at liberty to discuss staff issues in the media,” said Schmidt.

The Namibian understands that Shipanga’s charges of misappropriation of council money emanate from the unexplained spending of N$700 000, which the council had allocated for the upgrading of the local swimming pool while the insubordination charges relate to his refusal to carry out council instructions. Meanwhile, a labour court hearing in which Shipanga is challenging the council for unfair suspension was postponed until the end of August.

Sources privy to the case said Shipanga’s lawyers want the council to reach a settlement agreement with their client concerning the remuneration for the remainder of his employment contract which still has two years before expiring.
