THE article titled “Mbako urges civil servants to be patient” [The Namibian, 22 July 2013] refers. Nangula Mbako, Permanent Secretary in the Office of the Prime Minister, is treating the concerns of the civil servants as a mere joke and one can see that the regrading structure was not done with good intentions but to score points for the upcoming elections.
This is a sensitive topic and should be treated as such; we do not want leaders to make fun of our earnings. On the other hand, if I can read between the lines in the said article, Peter Nevonga, who is supposed to represent the interests of the public servants, sided with the government in this exercise.
Napwu kept the public servants in the dark throughout the whole drafting process. In fact, despite dejection from the majority of the public servants; the union is hard at work pushing for the implementation of the regrading structure, which we all know is doomed to fail.
By now, Namibians are used to doomed projects like the famous “Tipeeg”. The Office of the Prime Minister is pushing for the implementation of the regrading structure without taking into consideration the consequences. The government recently implemented a performance management system, how does the government expect public servants to perform?
I feel pity for the Human Resources officers, because they will be bombarded with tonnes of sick leave certificates to record. It is so sickening that the regrading will only benefit management, and one understands the reason our leaders are rushing for the implementation.
We are determined to fight till we see justice done for all.
