Can someone explain to me if someone the be a permanent employee of the state and at the same time be employed by the electoral Commission, be it as a registration officer or polling officer?
If this is possible? Can that person also claim his salary from the Government (for his permanent employment) for the days he/she works for the electoral commission and still being paid for those days by the ECN?
My taking is that only unemployed persons must be considered for this contractual positions with the ECN as I deem it as corruption of low and high ranging officials corrupting the Government by earning double. How selfish can one be? Whether you take leave or abscond from you duties as a permanent Government employee, I regard actions of this nature as corrupt. Or am I wrong?

I think the ECN should consider employing only the unemployed Namibians for elections. As to whether receiving the salary from your permanent employer and ECN at the same time, I don't know if it's corruption or not. That's my personal opinion.
