Speaking at a meeting of officials from the Ministry of Works and regional councils in Windhoek yesterday, Kaapanda bemoaned the fact that poor maintenance was contributing to the general decay of buildings and equipment. "Nothing is valueless. We need to improve our service delivery and look after properties. That's our duty. We are there to serve with dignity and distinction," he said. Kaapanda said the Ministry is responsible for the maintenance of Government buildings, health facilities and some schools in the country. Kaapanda said they had introduced 'Operation Clean-up, under which some old equipment was sold countrywide and almost N$35 million raised to replace them with. That draft plan was discussed yesterday. Kaapanda said decentralisation was very slow but it was because they did not want to transfer problems to the regional councils. He expressed confidence that by the next financial year, maintenance functions would be delegated to the regional councils. "This is possible due to the fact that there are already ten factional regional maintenance offices, pending the establishment of three other offices in the Ohangwena, Omusati and Oshikoto regions," he said. |
