The City says it receives an average of 28 500 pieces of returned mail per month, meaning that residents don't receive or pay their bills.

"The service will enable interested residents and those residents whose mail continues to be returned by NamPost to receive their City of Windhoek accounts at their doorstep in good time," communications manager Ndangi Katoma said on Tuesday.

He said the company that handles the City's mailing, Professional Repairs, has agreed to provide the home-delivery service at no extra cost to either the municipality or its clients.

The company's delivery people will be carrying identification cards to keep criminal elements from capitalising on a new opportunity.

The pilot phase will start on February 23, Katoma said.

Mail will be delivered to 10 000 households randomly selected from mail that was returned to the municipality.

"This service will only be implemented fully once the success of the project during the pilot phase as well as the interest levels of he residents is determined," he said.
