The President according to Swapo ...

WHO is in charge of Namibia? According to Swapo, it is the Party President, Sam Nujoma.

For months now, Nujoma's portrait, and only his, is displayed prominently in the conference hall of the Party's head office.

Worse still, it is captioned 'His Excellency, Dr Sam Nujoma, President of the Republic of Namibia'.

This despite the fact that President Hifikepunye Pohamba has been in office for 21 months.

A Cabinet resolution of August 2 2005 states that in cases where both portraits are hung, the one of President Pohamba, as the Head of State, should be displayed higher than Nujoma's portrait "and that the portrait of the serving President be on the right-hand side of the portrait of the Founding President".

Recently, Information Minister Netumbo Nandi-Ndaitwah told the National Assembly that each Ministry and Government office had the responsibility to ensure that they acquire enough portraits for all the offices they operate.

"Ministries and other Government offices should correct the situation since foreigners and nationals alike should know and respect the President of the Republic of Namibia.

"(They must) ensure that both portraits are displayed in all Government offices and public places as per Cabinet decision," the Minister said.

She said it was difficult to understand why some Government offices were still not displaying the official portrait of Pohamba.

She was responding to a question from CoD parliamentarian Nora Schimming-Chase who said this fact could "send wrong signals to staff and foreign visitors".
