Institute for civil servants

GOVERNMENT is to establish a training institute especially for civil servants, to be known as the Namibian Institute of Public Management and Administration (Nimpa).

It will cost more than N$44 million.

At its meeting last week, Cabinet mandated a committee of permanent secretaries to oversee setting up the institute.

Nimpa's chief aim will be to address shortcomings in the public service.

The idea was first mooted during a Cabinet retreat in 2000.

A subsequent study concluded that civil servants were attending courses at which the scope and content were decided by others, as Government did not operate public-service training institutions.

"The generic content of courses on offer tends to erode the specific relevance needed for efficient and effective service delivery required for civil servants," noted the report.

Few in-country institutions were found to deliver courses with specific relevance to senior civil servants.

"The absence of structured programmes for civil servants in Namibia made a mockery of strategic planning in the civil service, especially where qualifying training was deemed necessary, and where civil and public servants' upgrading, professionalisation and leadership development were envisaged," Cabinet said.
