"Recent media reports detailing the brutal murder and rape of children clearly [show] that our society, and especially the male of the species, is in urgent need of redemption," he said. Devoting his entire speech to the subject, he said that what hurt him the most was that numerous such cases went unreported, resulting in children suffering both physical and mental trauma in complete silence and despair. The Mayor supported the call for a baseline or attitudinal survey to establish the emotional motivation "that propels certain persons to commit such atrocities against children". He said it was necessary to establish such facts through research to obtain correct and relevant information, and not to rely on research findings from surveys conducted in foreign countries. "I believe that in establishing these facts we will be clear on what remedial steps to take in the rehabilitation of convicted criminals and how to prevent our children from being caught in these evil traps." He further called on churches, the Police and civil society to look at practical ways of addressing these problems as a matter of "extreme urgency". Referring to the case of a newborn baby that was abandoned at the town on Friday, he said unprepared mothers should receive sufficient information on the options available to them. "The sanctity of human life and the fundamental human rights should be protected at all times." |
