Willem Louw (30), who pleaded guilty to all three charges in court on Monday, also appeared on a charge of indecently assaulting the other little girl. The toddler, aged between one and two years, was playing at the municipal flats on Brockerhoff Avenue, Tamariskia on Monday, January 31. Louw, a resident at the flats where Rachel lived with her father, was sitting outside drinking beer with a friend. He was fired from his job as security guard earlier in the day. He saw the toddler playing, called her over and put her on his lap. The Police report that he allegedly put his hand inside her panties and started "fondling" her. A woman saw him and asked what he was doing. Louw let the child go. Chief Inspector Sydney Philander said the child was not injured and did not complain about pain. "It seems that the woman who confronted Louw came past at just the right moment," said Philander. The child's mother reported the incident to the Police and Louw was charged with indecent assault. Philander said Louw has no record of previous criminal offences in Namibia. The Police have asked the South African authorities whether he has a criminal record there, as he lived in that country for some time. Louw will appear in the Swakopmund Magistrate's Court again on March 22 for both cases. He is being held at the Arandis Police cells after he apparently received death threats at the Swakopmund cells. |
