Which Trotha Is It?

I NOTICED recently, that after so many street re-namings in Windhoek, we still have a Trotha Street in Klein Windhoek/Luxury Hill.

I wonder if it has any connection to the infamous German general who inflicted so many cruelties on Namibians? Even if it is not, I feel it should have disappeared long ago.
