Job Creation For Namibians?

I AM puzzled.

300 unskilled Bangladeshi workers are already in Windhoek, working at Ramatex, living in sub-standard accommodation and receiving sub-standard food.

600 more have visas and 2000 in all are apparently coming to work at the same place.

Are there not 300, 600 or even 2000 unskilled, unemployed Namibians who could do these jobs?

How does this fit in with the concept of job-creation for Namibians?
