Govt clamps down on abuse of its cellpones

GOVERNMENT has announced new measures to curb the abuse of State-owned cellphones.

Cabinet announced in a statement yesterday that it had approved proposals by Prime Minister Hage Geingob that the accounting officer (Permanent Secretary) of each office, Ministry or agency must decide, taking into account functions, duties and responsibilities, to whom a cellular phone should be allocated.

Under the new rules the Secretary to Cabinet will decide on the amount of the purchase price of the cellular phone, as well as that of call charges to be paid by Government.

Such amounts will be published twice a year. Call charges in excess of the amounts as determined by the Secretary to Cabinet must be borne by the staff member, unless it can be proven that the call charges were for official purposes.

Cabinet said each office, Ministry or agency was responsible for the rental charges, as well as the maintenance of the cellular phones, except in the case of malfunction, theft or loss as a direct result of negligence, in which case the staff member will be held responsible.

The Cabinet statement said each State-owned cellphone must be handed back on termination of service of a staff member.

The staff member to whom a cellular phone was issued has the option to buy it, at a 20 per cent annual depreciation rate, upon termination of service.
