Ministries accused of excluding the people

A SWAPO member of the National Council has accused some Ministries of promulgating laws without consulting the people for whom the laws are meant.

Nico Kaiyamo says the Ministry of Regional and Local Government and Housing failed to consult concerned parties when proposed amendments to the Regional Councils Act were made.

He was speaking during debate on the Regional Councils Amendment Bill in the National Council on Tuesday.

"I fail to understand the tendency of Ministries in bringing up bills while failing to consult with the people the bill is intended to serve," the MP said.

Kaiyamo also lambasted some ministries for failing to decentralise functions to regions.

He added that there was a general tendency in Namibia to give ministers too much power. - Nampa
