City unhappy with Police regulations

THE Windhoek City Council says the Home Affairs Ministry did not adequately consult it before approving and gazetting regulations to govern the new Municipal Police.

The regulations were approved and gazetted on October 16 by Home Affairs Minister Jerry Ekandjo.

City spokeswoman Ipupa David said the authority "did not have an opportunity to pronounce itself on the final draft that was ultimately gazetted".

"There are some major variations that have been noted in the gazetted regulations and the City of Windhoek has formally approached the responsible authority for an audience to seek clarification on the matter," David said.

"It should also be noted that the City of Windhoek has very high regard for consultation and co-operation in order to achieve common developmental objectives," she said.

The Namibian has learned that the regulations will not allow the Municipal Police to have investigative powers.

City officials believe that the restriction will hamper the City Police's activities and defeat the purpose of the creation of the force. They feel the Municipal Police "needs minimum powers (such as investigative powers) ... to be effective".

The City of Windhoek has previously voiced dissatisfaction over delays by both the Home Affairs and Justice Ministries to come up with legislation that will enable it to establish its own police force.
