Wednesday, October 23, 2002 - Web posted at 9:43:43 GMT Totemeyer defends absentees MAX HAMATATHE Deputy Minister of Regional, Local Government and Housing has defended Swapo Councillors who live outside their constituencies, arguing that most of the Councillors are accessible to their voters. |
|
Responding to questions in the National Assembly last week, Gerhard Totemeyer said although the law requires councillors to reside in their constituencies, "they are nearer to their voters". He was responding to Congress of Democrats (CoD) MP Linus Chata who wanted to know how many Regional Councillors were breaching the law and what plans were envisaged to compel them to comply with the law. Totemeyer said Khomas Regional Governor John Pandeni, who represents the Soweto Constituency, lives in Pioneerspark and T //Gowases, representing Katutura Central, resides in Khomasdal, while Margareth Mensah lives in Academia. "As they stay in greater Windhoek and are thus accessible to their voters, which was the motive behind the legal requirement to stay in the constituency where they were elected, the purpose of the law is not violated. They are nearer to their voters than most regional councillors in the rest of the country, " Totemeyer contended. He said Omusati Region Councillor Sackey Kayone had been urged to comply with the law and "preparations are underway for the regional councillor to live according to the law". The Namibian was unable to establish yesterday where Kayone resides at present. |
